Over the past year, the Argentine-German Energy Dialogue significantly strengthened cooperation in the field of energy efficiency. As part of the ongoing revision of Argentina’s labelling system, a webinar on energy efficiency labels featuring high-level representatives from the Directorate for Sustainable Industry and the responsible regulatory authority was a highlight of this collaboration.

Another milestone in strengthening private-sector cooperation was the establishment of the Local Economic Advisory Council for Energy Efficiency in Buenos Aires. Organised by the German-Argentine Chamber of Commerce and Industry (AHK Argentina) and the Energy Dialogue, over 25 industry representatives came together to analyse operational barriers based on a company survey.

The Local Economic Advisory Council’s non-paper, currently being drafted, provides the Ministry of Energy with well-founded, practical recommendations to improve market access for efficiency technologies and remove barriers to investment.

1. What has been the most tangible outcome or impact of your partnership activities in 2025?

The most tangible outcome of the partnership activities in 2025 was the formal establishment of private sector dialogue on energy efficiency through the creation of the first Local Business Council.

In 2025, the dialogue focused in particular on energy efficiency and greater involvement of the private sector.

Argentina was implementing comprehensive reforms and a gradual liberalisation of the energy sector. At the same time, energy subsidies were being reduced. This led to rising energy prices for businesses and households, significantly increasing the economic importance of energy efficiency measures.

Against this backdrop, regulatory frameworks, efficiency standards and engagement with the private sector were becoming increasingly important. Energy efficiency was thus becoming not only a climate policy issue, but also a key economic and competitiveness issue.

The implementation of activities in 2025 was shaped above all by the dynamic political and economic environment in Argentina.

The ongoing reforms and the liberalisation of the energy sector led to institutional changes, personnel changes and, in some cases, unclear lines of responsibility. This required a high degree of flexibility in coordinating with partner institutions and ongoing adaptation of activities to new framework conditions.

The activities carried out in 2025 contributed to energy security, decarbonisation and the strengthening of bilateral economic dialogue.

By promoting energy efficiency, they helped companies to reduce energy consumption and costs, thereby strengthening energy security in a liberalised market environment. At the same time, efficiency standards and regulatory dialogue contribute to reducing emissions.

The establishment of the Local Business Council also intensified exchanges between German and Argentine companies and strengthened economic cooperation in the field of energy-efficient technologies.

Cooperation with AHK Argentina will continue, with a further Local Business Council planned.

In addition, cooperation with dena in the field of smart metering is planned.
