High-Level Dialogue Sets the Course for Broader Cooperation

Minister Katherina Reiche and Minister Al Kaabi highlighted the strong potential for expanding economic cooperation in the energy and Liquefied Natural Gas (LNG) sectors while Qatar’s plan to deploy 200 megawatt (MW) distributed renewable energy is opening additional windows for collaboration.

The Energy Partnership engages with various topics

Since its launch in 2022, the Energy Partnership has facilitated dialogue on key transition topics, bringing together stakeholders from government and industry. In 2025, the Qatari-German Energy Partnership continued to serve as a practical platform for bilateral cooperation and knowledge exchange.

In recent years, the Partnership has explored a wide range of topics, including sustainable aviation fuels, the EU’s Carbon Border Adjustment Mechanism (CBAM), and a range of energy transition technologies. These efforts have consistently engaged private sector actors – from solution providers to industrial off-takers – to ensure cooperation translates into tangible, deliverable projects.

Government-to-government exchange highlights further cooperation potential

This year’s cooperation was strengthened by direct government-to-government engagement. At the working level, an early 2025 visit helped align priorities and create the basis for targeted follow-up with Qatari institutions. In November 2025, during her visit to Doha, Minister Katherina Reiche emphasised – together with Minister Al Kaabi – the potential for deeper economic cooperation in energy and Liquefied Natural Gas (LNG). These ambitions were further reaffirmed when German Chancellor Friedrich Merz visited in January 2026.

Outlook for 2026

Looking ahead, the Partnership will expand its thematic focus. Qatar’s plans to deploy 200 MW of distributed renewable energy create new opportunities for collaboration in system integration and consumer-side engagement.

1. What has been the most tangible outcome or impact of your partnership activities in 2025?

Minister Katherina Reiche visited Qatar and underscored the potential for deeper cooperation in the energy sector, including LNG.

Stakeholder engagement and diversification were essential for the Energy Partnership to expand into new areas of cooperation to be targeted in 2026 such as system integration, energy efficiency.

  • Through its activities in previous years on G2G topics such as LNG and CBAM, the EP had established a platform of communication between ministries which could be built on in 2025 for G2G exchanges targeting energy security and decarbonisation.
  • Foreign trade promotion was a priority in previous years, supported through presentations by German technology providers to Qatari stakeholders.

The Energy Partnership is planning to facilitate webinars on battery storage energy systems, touching upon system integration aspects as well as innovation. Further webinars on topics related to the energy transition are in discussion.
