Tunisia’s renewable energy potential
With exceptional renewable energy resources – including 280 gigawatts (GW) of photovoltaics and 10 GW of onshore wind – Tunisia stands as a strategic partner for Germany and Europe in the global energy transition. A landmark achievement was reached in December 2025 with the grid connection of Tunisia’s first large-scale private solar project, a 120 megawatts (MW) installation in Kairouan.
To accelerate progress, Tunisia deepened strategic alliances, advanced the regulatory framework, encouraged private investment, reinforced its power infrastructure, and expanded cross-border power trade.
From sustained support to lasting impact
The secretariat of the Energy Partnership supported the sector by combining policy dialogue, private sector engagement, capacity building, market development and grid reinforcement.
- Consolidating political alliances: High-level bilateral political dialogues between Tunisia and Germany strengthened cooperation on energy policy, supply security and regulatory frameworks.
- Mobilising the private sector: Business-to-Business (B2B) & Business-to-Government (B2G) formats enabled over 20 German companies to explore market entry and cooperation opportunities in Tunisia.
- Sharing energy expertise: Over 15 German industrial firms received targeted training sessions on financing, contracting, and technical and legal frameworks, while more than 20 Tunisian specialists participated in advanced modules on power purchase agreements (PPAs) and high-voltage direct current (HVDC) technologies. These efforts enhanced technical and operational capacities and prompted follow-up feasibility studies.
- Promoting local market development: Continuous support to the Tunisian Solar Trade Association since 2015 contributed to market maturity. This was showcased by the independently organised and successful energy conference “SITE 2025”.
- Strengthening grid infrastructure: Through sustained policy advice, peer-to-peer exchanges, and in-depth grid studies, the partnership enhanced technical, contractual, and regulatory frameworks for grid connection. These efforts helped resolve key bottlenecks and clarify critical specifications.
Highlight of 2025: 11th Tunisian-German Energy Day
The 11th Tunisian-German Energy Day was the result of a joint dialogue between the German Federal Ministry for Economic Affairs and Energy (BMWE) and the Tunisian Ministry of Industry, Mines and Energy (MIME), in partnership with the Tunisian-German Chamber of Industry and Commerce (AHK). High-level meetings with Secretary of State Ouael Chouchene (MIME) and Deputy Director General Dr. Dorothea Schütz (BMWE) marked the event, during which German companies were offered a platform to express their interest in Tunisia and explore business exchange opportunities. The conference underlined the two countries’ commitment to strengthening their partnership, in particular by aiming to boost investment, secure energy supplies and protect the environment. Achieving these objectives required accelerating land use reforms, simplifying administrative procedures, improving investment conditions and digitising services.
